The queen has been having some health issues in the past several months, mostly relating to her mobility.

Queen Elizabeth II announced the day before the state opening of the British Parliament that she would miss the event.

The monarch's decision was made due to the constant mobility problems she has been experiencing since last fall.

"'At Her Majesty’s request, and with the agreement of the relevant authorities,' Charles, Prince of Wales, and Prince William, Duke of Cambridge, will take her place and jointly exercise the function'', a palace source tells BAZAAR.
